Rhode Islanders can save big on upgraded heating and cooling systems under new Heat Pump Access Program
GEM Plumbing & Heating, Capital Good Fund, Green Energy Consumer Alliance, and Abode Energy Management are partnering with Rewiring America to offer qualifying households a new heat pump HVAC system at a 20-30 percent discount.
Aug. 25, 2025—With federal tax credits for energy-efficient appliances set to expire by the end of the year and discounted pricing available through a new program led by Rewiring America, now might be the best time to act for Rhode Island residents looking to upgrade their HVAC systems.
Lincoln-based HVAC company GEM Plumbing and Heating, local financing partner Capital Good Fund, local advocacy group Green Energy Consumer Alliance, New England’s premier energy consultants Abode Energy Management, and the national electrification nonprofit Rewiring America announced the launch of their Heat Pump Access Program for Rhode Islanders today. The program, which is compatible with both Clean Heat Rhode Island and federal incentives, aims to provide low- and middle-income Rhode Islanders with discounted heat pumps, the most efficient heating and cooling system on the market.
By partnering with a leading international heat pump manufacturer, trusted local installers, and energy consultants, the program will provide households with expert support and guidance from start to finish.
Heat pumps are known to increase comfort in homes by providing more consistent temperatures and may result in energy bill savings for some households. The average single-family Rhode Island home with a fuel oil or propane heating system may see over a thousand dollars in energy bill savings annually by upgrading to a heat pump. Unlike other heating systems, heat pumps also provide the added benefit of functioning as air conditioning, making it a 2-in-1 appliance.
Why act now?
Earlier this summer, Congress repealed the Energy Efficient Home Improvement Tax Credit (25C), a bipartisan credit that for over twenty years has helped lower the costs of efficient appliances like heat pumps for households. Homeowners now have until Dec. 31, 2025 to install qualifying appliances and take advantage of the credit. Rewiring America’s Heat Pump Access program is compatible with state and federal incentives, meaning households may be eligible for thousands in qualifying tax credits.
How can households participate?
The Rhode Island Heat Pump Access Program, which kicked off earlier this summer, is open for enrollment now. Households can determine their eligibility and learn more about the program here.

The program is part of Rewiring America’s effort to invest in community-based initiatives that streamline the complex and individualized process of electrification into a scalable and repeatable model. Residential electrification, the process of upgrading inefficient fossil fuel and electric resistance appliances to more efficient electric appliances, has the potential to reduce peak load demand, create good-paying local jobs, lower energy bills, and slash emissions.
