San Mateo and Santa Clara County households can save big on energy-efficient heating and cooling systems under new Heat Pump Access Program

Air Care Heating & Cooling, DG Heating & Air Conditioning Inc., and Fuse Service are partnering with Rewiring America to offer qualifying households a new heat pump HVAC system at a 20 percent discount.

Oct. 9, 2025—With federal tax credits for energy-efficient appliances set to expire by the end of the year and an additional limited-time discount available through a new program led by Rewiring America, now’s the time to act for San Mateo and Santa Clara County homeowners looking to upgrade their HVAC systems. 

National electrification nonprofit Rewiring America and local contractors Air Care Heating & Cooling, DG Heating & Air Conditioning Inc., and Fuse Service announced the launch of their Heat Pump Access Program for San Mateo and Santa Clara County today. The program aims to provide households with ducted and ductless heat pumps at a significant 20 percent discount.  

Rewiring America is also partnering with the local climate and environmental group, Acterra: Action for a Healthy Planet (Acterra), which will spearhead local activation efforts to promote the program among residents.

Interested households can also join a virtual drop-in session hosted by Rewiring America on Thursday, October 16, or Acterra’s Electrification 101 Workshop on Wednesday, October 22, to learn more about the South Bay Heat Pump Access Program. 

The program is also designed to stack the federal, state, and local incentives to help San Mateo and Santa Clara residents save even more on the installation. 

Households in Santa Clara and San Mateo that currently use inefficient electric resistance to heat their homes can save hundreds of dollars annually on energy bills by upgrading to a heat pump. Unlike other heating systems, heat pumps do double duty — also functioning as air conditioning, which is becoming increasingly necessary as summer temperatures continue to rise in the area. 

While the program will continue to run through the new year, interested homeowners should apply to the program before Nov. 14 to take advantage of the federal tax credits that expire at the end of the year. 

Why act now? 

This is a rare moment for South Bay area residents to get a great deal on a heat pump, thanks to this program’s 20 percent discount, the additional federal incentives that will be expiring at the end of the year, and the fact that this program was designed to be compatible with additional state and local incentives like TECH Clean California. This means potentially thousands of dollars in savings on a new heat pump for participating homeowners. 

Navigating these different incentives can be daunting to households. Rewiring America’s online calculator helps make that easier by offering a place to find all the incentives households might qualify for based on their size, income, and other factors.  

How can households participate? 

Households can determine their eligibility and learn more about the program here. We encourage households to sign up before Nov. 14 to take advantage of the federal tax credits and incentives like TECH Clean California, which are available while funds last. While the 20 percent discount will be available after Nov. 14, we cannot guarantee that households that register after this date will have their installations completed in time to qualify for the federal tax credits.

Who qualifies?

All interested homeowners residing in Santa Clara and San Mateo counties.

Homeowners with aging or malfunctioning units are especially encouraged to participate. A 10-15-year-old AC or a 15-20-year-old heating system is considered an aging unit.
